When the foreskin is not covering the top of the glans, but not exposing the bottom of the glans, that's when an intact penis looks the best, and better than a circumcised one.
And it's also easier to play with it. Forgive my heterosexual views, but if a male with an intact penis, would be able rub it in between a female's breasts, legs, feet, or have her masturbate for him without needing lubricant, and without having to jerk so hard as opposed to a circumcised penis.
